I am very much obliged to you for the trouble you have taken to comply with my request and very sorry that you have not been able to succeed in doing so. The Manifestoes of the International to which I referred are

I have taken due note of the practice, which seams to be normal, of forging statements and letters in your name—and of your contradictions of these forgeries—

| I thank you for noticing the commencement of my letter as it gives me an opportunity of explanation.– I have been deeply pained at the perusal of “The Civil War in France”. I feel that it would be presumptuous in me to write to you a remonstrance against it, but I have been so frequently accustomed to rely on your kindness for assistance when my own means of information were at fault, that I felt it necessary in some way to indicate that this time I was not on the same side as yourself. But your conduct, throughout, at any rate, disarms suspicion—Nor can I rebut that word on you–Indeed, for your own sake, I wish I could—I regret that you do not appear to think it worth while to consider who profits of this constant forgery of your name—

Whether “alarm” is a feeling likely to lead one to a “Scientific” point of view, must, I think, depend on its intensity—As on the one hand it has led me to oppose (so far as it was in my power) the extradition of the refugees of the Paris Commune, and, on the other, to make inquiries in the very quarter that alarms me[.] I hope that I cannot justly be | classed with the unscientific reader of the Fortnightly Review—

From to day’s papers it would seem that at the meeting of the Holy Alliance at Gastein it was resolved to attack the International. It is thus brought specially into the range of view most interesting to me, as illustrating the theory, of whose truth I have no doubt, that the Governments and the Revolution are the two poles on which the orb of Russia revolves—

As the Chairman of a Foreign Affair Committee I certainly must, some day, write on the doctrines of the International and I should like to test the inferences that I must make from their skeleton utterances by some standard which can be called “scientific”[.] Your Friend’s paper refused on that ground by the Fortnightly Review would exactly suit my purpose—Surely he might publish it s a shilling pamphlet—In that | case I shall be glad to take ten copies.
