My dear Sir
Herewith I send you per bookpost a pamphlett celebrating the Centenary birthday of Robert Owen the founder of English Socialism—If you think it would not be improper I should like to advertise it on the last page, with the Civil War in France
I do not know whether I ought to make this proposal | to you or to the General Council, but if I do not hear from you to the contrary I will make an application to the Council this evening
I think that you will not find anything in the pamphlet which would discredit the International—on the contrary—
