            <p>1) The members of the Prussian Lower House are <hi rendition="#u">paid</hi>, but the members of the electoral colleges are <hi rendition="#u">not</hi>.</p>
            <p>2) The costs of election are defrayed out of the <hi rendition="#u">provincial</hi> (resp. <hi rendition="#u">communal</hi>)
                    Exchequers. From the nature of the proceeding, they cannot amount to much. The
                        <add>limits of the</add> electoral ditricts are prescribed by law, each
                    electoral district is again divided into numerous smaller districts. Aliquot
                    parts of the population choose <add>each</add> one member for Parliament.</p>
            <p>3) There is <hi rendition="#u">no qualification</hi>
                    required for a man to become either a member of Parliament (Lower House) or
                        <del> to <sic ana="#break-off"/>
               </del> a member of the electoral
                    colleges. </p>
            <p>
               <pb/> 4) The <hi rendition="#u">primary voters</hi>
                    include all men from the age of 25 years who pay any <hi rendition="#u">direct</hi> tax. Certain direct taxes are paid by almost everybody, even
                    servants. All <hi rendition="#u">primary</hi> voters are divided into <hi rendition="#u">three classes</hi>, formed in this way:</p>
            <p>The <hi rendition="#u">direct taxes</hi> paid by the
                    primary voters say of one electoral district are summed together. This total sum
                    of direct taxes is divided into <hi rendition="#u">3 equal parts</hi>. The
                    first part is <subst>
                  <del>composed</del>
                  <add>made up</add>
               </subst>
               <subst>
                  <del>of</del>
                  <add>by</add>
               </subst> individuals who pay most direct taxes, the second by those who stand
                    next <subst>
                  <del>in</del>
                  <add>on</add>
               </subst> the scale of taxation, and the third by the remainder of the primary
                    voters. The respective contributors to every part form one electoral class. Each
                    of the three electoral classes so formed elects <hi rendition="#u">the same
                        number of secondary electors</hi> who form the electoral body that finally
                    nominates the members of Parliament.</p>
            <p>5) The middle body or electoral fulfils no other
                    function.</p>
            <p>6) I do not exactly <del rendition="#ow">rember<sic ana="#break-off"/>
               </del> remember for what number of years the deputies
                    are elected. If I am not greatly mistaken, <ref xml:id="d0c6283c-0cfc-4843-8628-3c0cfc38431f" corresp="#ee9dde2f-3028-456f-9dde-2f3028256f1a" type="editorialNote">the English
                            “7 years” <pb/> were introduced under the reactionnary
                            Government of <persName ref="https://megadigital.bbaw.de/M0008169 http://d-nb.info/gnd/116735996">Manteuffel</persName>.</ref><note xml:id="ee9dde2f-3028-456f-9dde-2f3028256f1a" corresp="#d0c6283c-0cfc-4843-8628-3c0cfc38431f" type="editorial">Für das
                            Preußische Abgeordnetenhaus betrug die Wahlperiode damals 3
                            Jahre.</note>
            </p>
            <p>7) The modes of election <del rendition="#s">in
                            G<ex>ermany</ex>
               </del>
               <sic ana="#break-off"/> throughout Germany are far
                    from uniform. Generally. However, the system of double elections prevails.</p>
            <p>In <hi rendition="#u">Bavaria</hi> f.i. every man, having
                    reached the age of 25 years, and paying any direct tax, is an elector.
                    Every district is subdivided into smaller ones, and each of them chooses a
                    certain member of <hi rendition="#u">electors</hi>, but <hi rendition="#u">without the Prussian division of classes</hi>. For every 31,500 primary
                    voters, there is one member of Parliament. The <hi rendition="#u">communal</hi>
                    elections in Bavaria are regulated by the same <subst>
                  <del>laws</del>
                  <add>law</add>
               </subst> as the parliamentary ones.</p>
            <p>8) Cases of electoral bribery are absolutely unknown in
                        <hi rendition="#u">all</hi> German states.</p>
            <p>9) The <hi rendition="#u">daily attendance</hi> of members
                    of Parliament is rigorously enforced. No member <pb/> can stay away without
                    the permission of the President of the Lower House, and he can give no leave of
                    absence except in <add place="superlinear">such</add> cases <del rendition="#s">
                  <unclear reason="covered" cert="low">forever</unclear>
               </del>
               <sic ana="#break-off"/> as malady etc. <add place="intralinear">There exists no
                        such thing as
                        a “count
                        out”.</add>
            </p>
            <p>10) The ministers, or other public functionaries, <del>
                  <unclear reason="illegible" cert="low">m</unclear>
                  <sic ana="#break-off"/>
               </del> are eligible as members of the Lower House,
                    but they can assist (in person or by official <hi rendition="#u">remplaçants</hi>), and take part <choice>
                  <sic>in,</sic>
                  <corr cert="high">in</corr>
               </choice> the debates, without being members. In the latter case they are, of
                    course, excluded from voting</p>
